A special building overlay for overland flooding covers about 330 industrial and 60 highway-strip addresses, so works there can need a permit. At Point Henry, Alcoa’s former smelter site is working through an environmental audit targeted for December 2027, and council policy supports housing and tourism there in time. Splashdown leisure centre, the primary school and aged care are in Moolap too.

Richard Cheetham opened salt works at Moolap in 1888, and industry has shaped the area ever since. Alcoa’s Point Henry smelter closed in 2014, and the saltworks are now on the Victorian Heritage Register.
